Shipping agency software in Oman: VAT, multiple principals and e-invoicing
BlueLogis Consulting ·
A shipping or NVOCC agency in Oman does the line's work at the port: bookings, Bills of Lading, delivery orders, container moves and collections, often for several principals at once. On top of that it has to invoice correctly under Oman VAT and get ready for Fawtara, Oman's e-invoicing system. This guide sets out what shipping agency software in Oman should handle. Tax dates and rules below were checked against official and published sources in October 2026, but confirm your own position with the Oman Tax Authority or your adviser.
What an Omani agency's system has to carry
Whether you work at Sohar, Salalah, Duqm or elsewhere, the day-to-day work of an agency looks much the same:
- Export: quoting on the principal's tariff, taking bookings, releasing containers, issuing BLs in the principal's format and collecting prepaid freight.
- Import: arrival notices, manifests, collecting freight, local charges and detention, and issuing the delivery order.
- Equipment: tracking each principal's boxes through depots and terminals.
- Settlement: accounting to each principal for what was collected and what is still due.
Each of those steps produces invoices, and in Oman each invoice now sits inside a VAT system that is moving to mandatory e-invoicing. That's why the software decision matters more than it did a few years ago.
Oman VAT: 5%, with zero-rating to get right
Oman introduced VAT on 16 April 2021 under the VAT Law issued by Royal Decree 121/2020. The standard rate is 5%, and the Oman Tax Authority (OTA) lists exports and international transport among the zero-rated supplies, with some activities exempt (OTA tax rates). For an agency, that means one invoice can easily carry charges with different VAT treatment. Which of your charges qualify for the zero rate depends on the service and on the conditions in the law, so take advice and then configure it once in the system.
What good software does: it lets finance set the VAT treatment per charge code (and per country, if you also operate elsewhere in the Gulf), so staff never pick a rate by hand. It should invoice in OMR as well as USD and other GCC currencies, with exchange rates set by customer, voyage or invoice.
Running several principals from one Oman office
Most agencies represent more than one line. Each principal has its own tariff, BL format, local charges, detention rules and reporting, and none of them wants its money or its boxes mixed up with anyone else's. Look for:
- Multiple principal configuration, with principal-wise rates, bookings, BL formats and inventory.
- Rate requests to the principal by customer, container type and size and SOC or COC, with valid-from and valid-to dates, and approved rates fetched into the booking automatically.
- Agency local charges calculated by port, so fixed charges are billed the same way on every BL.
- Document controls: the BL released only after prepaid freight is invoiced, and the delivery order only after finance has cleared the to-collect charges.
- Detention with free days by port, container type, customer, BL and container, posted automatically to the principal's account.
- Import, export and transhipment statements of account by principal, which matters for any agency handling transhipment boxes.

Arabic invoice formats in an English-language system
Gulf customers and authorities often expect Arabic or bilingual tax invoices, and Saudi VAT rules require tax invoices in Arabic. Many agency teams still prefer to work in English. The practical answer is software whose screens are in English but which prints invoice formats in Arabic or Arabic and English. Check that Arabic customer names and addresses render correctly in the PDF, and that the same invoice data can feed e-invoicing later.
Fawtara: the Oman e-invoicing timeline
On 9 August 2026 the Oman Tax Authority issued Decision No. 189/2026, amending the VAT Executive Regulations to require tax invoices in an approved, secure electronic format. According to the authority's announcement, implementation runs in two phases: from 1 April 2027 for taxpayers with annual supplies above OMR 5 million, and from 1 October 2027 for those at or below that figure. A pilot group of about 100 companies, taking part voluntarily, began at the end of August 2026 (Oman News Agency report). The authority also said that paper invoices, PDFs and invoice images sent by email will not count as electronic tax invoices once the rules apply.
The OTA's e-invoicing FAQ still describes an earlier four-phase plan, and it confirms that businesses outside the pilot can adopt early on a voluntary basis. Dates have moved during the programme, so check the latest OTA guidance for your own date. For an agency the lesson is plain: the software that prints your invoices today must be able to issue them electronically in Oman's approved format within the next year.
The wider GCC e-invoicing outlook
Agencies with offices or principals across the Gulf face several programmes at once:
- Saudi Arabia (ZATCA): e-invoicing has applied since December 2021, and the integration phase with the FATOORA platform is being rolled out in waves (ZATCA).
- UAE: e-invoicing through accredited service providers becomes mandatory in phases from 2027, starting with larger businesses (UAE Ministry of Finance).
- Oman: Fawtara, from April or October 2027 depending on annual supplies, as above.
Projects like these tend to stall on data rather than technology. Clean up customer tax numbers, Arabic names, addresses and charge-code VAT treatment now, and go-live becomes a matter of switching on the connection.
