Freight forwarding software in India: GST, e-invoicing and ICEGATE checklist

BlueLogis Consulting ·

For an Indian freight forwarder, software isn't only about operations. It has to produce GST-compliant invoices, register them with the e-invoice system on time, track TDS, work with ICEGATE, and give finance clean books. This checklist covers what to verify before you choose or change software. Rules change, so confirm current requirements on the official portals linked below or with your tax advisor.

1. GST invoicing basics

Forwarding involves many charge types (ocean or air freight, local charges, documentation, handling, transport, customs clearance), and GST treatment can differ between them and by place of supply. Your software should:

  • Hold GST settings at the charge level, not only per invoice, so mixed invoices are taxed correctly.
  • Support multiple GSTINs if you have branches in more than one state, with a separate invoice series and tax configuration for each.
  • Handle foreign-currency invoices with a clear exchange rate per customer or per invoice.
  • Produce credit and debit notes that link back to the original invoice.

Have your tax advisor confirm the GST treatment of each service you sell. The software's job is to apply those rules consistently.

2. E-invoicing: who is covered and the 30-day rule

Under GST, e-invoicing applies to registered persons whose aggregate annual turnover (PAN-based) exceeded ₹5 crore in any preceding financial year from 2017-18 onwards. That threshold has applied since 1 August 2023 (CBIC Notification 10/2023-Central Tax). Invoices, credit notes and debit notes must be reported to an Invoice Registration Portal (IRP), which returns an IRN and a signed QR code to print on the invoice.

Timing matters too. From 1 April 2025, taxpayers with AATO of ₹10 crore and above cannot report a document to the IRP more than 30 days after its date (GSTN advisory). An invoice missed in that window cannot get an IRN, which causes real problems for your customer's input tax credit.

Check that your software:

  • Registers tax invoices, credit notes and debit notes with the IRP from inside the system, not through manual upload.
  • Stores the acknowledgement (IRN) against the document and prints the QR code on the invoice.
  • Makes unreported documents visible, so nothing drifts past the 30-day window.

3. TDS

Customers often deduct TDS from payments for freight and logistics services. If your receipts don't capture it, the customer ledger shows a false balance and the TDS credit is hard to reconcile against Form 26AS. Look for:

  • TDS captured on receipt entry, so the customer's account is cleared in full.
  • TDS on vendor payments (transporters, sub-agents), if you deduct it yourself.
  • Reports that make quarterly reconciliation straightforward.

4. ICEGATE and sea manifests

ICEGATE is the Indian Customs electronic gateway. For sea cargo, the Sea Cargo Manifest and Transhipment Regulations, 2018 (SCMTR) replaced the old IGM/EGM with Arrival and Departure Manifests. Stakeholders such as authorised sea carriers, sea agents and authorised notified carriers (for example consolidators and NVOCCs) register through ICEGATE and file messages there (ICEGATE SCMTR). Who files what depends on your role, so check with your customs broker or the ICEGATE guidelines.

Check that your software:

  • Integrates with ICEGATE for the filings relevant to your role, so manifest data isn't keyed in twice.
  • Builds manifest data from the same job and BL records that drive invoicing, so documents and invoices agree.
  • Controls manifest corrections, keeping a record of what changed and when.

5. Tally and the accounting hand-off

Many Indian forwarders keep statutory books in Tally while operations run elsewhere. That only works if the hand-off is clean:

  • Integration with Tally, rather than re-typing invoices and vendor bills.
  • A chart of accounts and party mapping that matches Tally.
  • Or a full finance module (Trial Balance, P&L, Balance Sheet, SOA, ageing), so you can choose where the books live.

6. Operational checks that affect compliance

  • Invoice before BL release. Releasing a BL before the customer invoice is raised is a common source of unbilled revenue.
  • Vendor bills against the job. Every carrier and transporter bill should post against a job, so job-wise profit is real, not estimated.
  • Credit control. Credit limits checked at booking or invoicing, not discovered at month-end.
  • Audit trail. Role-based access and a log of who changed rates, invoices and BLs.

Questions to ask in a software demo

Vendor demos usually show a clean invoice on a single GSTIN. Ask instead to see the awkward cases you deal with every month:

  • Raise an invoice with mixed charges (freight in foreign currency plus local charges in INR) and show how GST is calculated on each line.
  • Register that invoice with the IRP from inside the system and show where the IRN and QR code are stored.
  • Cancel or amend the invoice with a credit note and show the e-invoice status of both documents.
  • Record a customer receipt with TDS deducted and show the customer ledger afterwards.
  • Show the manifest data for a shipment and where it comes from: re-keyed, or reused from the job and BL?
  • Show how the month's invoices and vendor bills reach Tally, or the trial balance, if the books are kept in the system itself.
  • Add a new branch with its own GSTIN and show what has to be configured.

If a vendor can do all of that live, compliance is likely built into the product rather than bolted on.

The checklist in one place

  1. Charge-level GST, multiple GSTINs, multi-currency invoices
  2. IRP registration from inside the system, IRN and QR stored, 30-day monitoring
  3. TDS on receipts and payments
  4. ICEGATE integration for your filing role
  5. Tally integration or a full finance module
  6. BL release controls, job-wise costing, credit limits, audit log
